STATE PERMITS FOR HIGH-PROOF ALCOHOL
In order for us to provide you with our products we need to determine what the requirements are for the destination state of the products. Many states do not require any permits and ordering can be as easy as possible. Some states require a license, some require a license/bulk purchase order approved each time, for some we cannot ship at all. Each state is unique. So we have compiled the current requirements (2023) below to assist.
These requirements may change between site updates. It is the responsibility of the purchaser to be aware of their state requirements.
Please keep in mind that if your state requires some form of paperwork we cannot release your order until we receive the approved paperwork. We are happy to assist with any questions you may have but we cannot do the paperwork for you. Feel free to reach out with questions to 541-255-7643.

Idaho residents must obtain an 'ETHYL ALCOHOL PERMIT APPLICATION (OVER 151 PROOF)' from Idaho State Liquor Division.
The form is renewed yearly.
Send a purchase order of the intended product purchase to the Idaho State Liquor Division. They will approve the purchase and send a SPECIAL ALCOHOL PERMIT.
Then send us the permit and we will clear the order.

There is a two-step procedure to be compliant in this state.
1. Fill out the "APPLICATION FOR STATE OF ILLINOIS NON-BEVERAGE USER’S ALCOHOLIC LIQUOR LICENSE" from the Illinois liquor commission.
2. Once the liquor license is accepted, fill out RL-4 after you order and send it to the Illinois Dept. of Revenue.

The state will review your application— the process can take 3-8 weeks to approve. The state will email the permit to you when accepted.

The RL4 is for your own documentation and state tax: Once you are licensed and have an account number, you must fill out an RL-4 that will be sent out through the mail for each order. You may also fill it out online and send it to rev.regbond@illinois.gov.
The RL-4 is the documentation of who you purchased from and how much. You will send it to the Illinois Dept of Revenue.

There are two options for permitting in this state:
1: Fill out the "Non-Beverage Permit" application for EACH order.
The permit holder must purchase alcohol or wine from a manufacturer, distributor, microbrewery, or farm winery. At the time of purchase, they must provide two copies of their permit to the seller.
Within 10 days of the purchase, you will need to send a copy of your permit and your invoice and send it to the Kansas ABC.

Once both the 'Annual Approval' and 'Permit to Transfer Alcohol' are obtained send them to us to clear your order.

Oklahoma requires an "Industrial License" in order to purchase alcohol. Whether for commercial or private.

After you register for an account you will go to "Licensing" then "Apply for a License" then click on "Alcohol Delivery and other Approvals" then click "Apply" on industrial Alcohol Authority.

ennsylvania requires a "License to Purchase Alcohol". It is renewed every four years. 2020 is the current renewal period, the next renewal will take place in 2024, regardless of the date your permit was issued.
The PLCB issues the Alcohol Non-Beverage (AN), Alcohol Tax-Exempt (AE) and the Bulk Liquor Purchase (BP) permits. The person/entity would need to submit a job for whichever permit they qualify for through PLCB+.
Once you have the license, you will need to apply for a "Bulk Purchase Order." You can submit online here.
For non-tax paying, nonprofit customers or companies, an "AE" permit may be obtained instead of a bulk purchase order form.
For all other customers, a paper form for "Bulk Purchase Order" can be requested by calling (717) 772-6943.
The "Bulk Purchase Order" will be good for 30 days, but can be extended by reaching out.
You may place your order after you upload copies of your "License to Purchase Alcohol" and your "Bulk Purchase Order" to the Fireside Distillers website. Your order may then be processed.

South Carolina treats industrial ethanol the same way as denatured ethanol. It is subject to the below section.
SECTION 61-6-30. Excluded products; violations.
No provision in the ABC Act applies to alcohol intended for use in the manufacture and sale of any of the following when they are unfit for beverage purposes:
Denatured alcohol produced and used pursuant to acts of Congress and regulations promulgated thereunder;
Patent, proprietary, medicinal, pharmaceutical, antiseptic, and toilet preparations;
Flavoring extracts, syrups, and food products; and
Scientific, chemical, mechanical, and industrial products.
A person who knowingly sells any product enumerated in items (1), (2), (3), or (4) for beverage purposes is guilty of a misdemeanor and, upon conviction, is subject to a fine of not more than two hundred dollars or imprisonment of not more than sixty days, or both. No provision of the ABC Act applies to ethyl alcohol intended for use by hospitals, colleges, governmental agencies, or other permittees entitled to obtain this alcohol tax free, as provided by acts of Congress and regulations promulgated thereunder.

Residents in Utah need to obtain a "Special Use Permit" from the Utah Liquor Control Board.

They will send the completed forms to us to verify and send back. Then they will send the completed permits to you.
Once you have both permits back from the Virginia Department of Alcohol Control send us the final permits. We will be able to process your order then.
